In 2022, the Ministry of Environment, Conservation and Parks (Ministry) began issuing Consolidated Linear Infrastructure Environmental Compliance Approvals, or CLI-ECAs, for municipal wastewater collection and stormwater management systems.
Municipalities who operate a drinking water system have well-established compliance programs and processes to support their drinking water approvals. However, as wastewater collection systems have not had the same detailed approvals, wastewater compliance programs and processes are piecemeal and not as well established. Additionally, in many municipalities the operation of stormwater systems has historically been the responsibility of the roads department, while the replacement, upgrades and expansion of the stormwater system has been completed by engineering and planning departments.
This means that navigating the new CLI-ECA requirements for these systems can be complicated, confusing, and frustrating. It is important for system owners and staff to have a complete understanding of these requirements to avoid non-compliances or even fines being issued by the Ministry.
